District Disaster Management Unit

District disaster management coordinating unit has established an emergency operation unit to cover 11 divisional secretary divisions to operate around the clock to when any disaster coordinate relevant institutes and take action to minimize the disaster and do relief activities at post disasters.
Minimizing Disasters
- Implement projects to minimize disasters, As an example :- Cleaning canals to minimize floods
Disaster Preventing
Matale district disaster management unit is doing special activity to save people by preventing disasters.
As an example:- Special attention is being drawn for the people in ares who faced to the flood,earth slips and drought within matale district.
Disaster Pre Preparation
Pre readyness planning done for 13 divisional divisions by district disaster management unit and establishing rural committee in victimized gramaniladari divisions and maintaining and awarding them disaster accessory kits done by the disaster management unit.
And awareness programmes and trial programmes were held continua sly in costal zones with tsunami danger. Specially in tsunami zone, recognizing safe places and mapping them and marking safe ways to the places were done for the safety of people, as well as for protecting people from tsunami, erecting siren horn and towers done under disaster pr alarming systems.
Recognizing disaster possibilities and preventing them and supplying instant relief for possible disasters are the activities of this unit.

- 05 Agro-wells had been constructed on the programme of construction of Agro – Wells 2018 under the 50% of contribution in DS divisions of Galewela and Wilgamuwa.

- Reconstruction of 11 Agro-Wells for selected farmers on the programme of construction of Agro – Wells 2019 under the 50% of contribution in DS divisions of Wilgamuwa,Pallepola and Galewela.
(It had been implemented under Ministry of Agriculture.)
- Cultivation of off-Season yield Rambuttan – 2019
- Providing of 600 fruit saplings (Bud Rambutan Saplings) for 4 farmers in kiwulewadiya GN Wasam of Laggala-Pallegama DS divisions under 50% contribution. (The Programe had been implemented under Presidential Secretariat.)

Managing of Lands Resources of Sri Lanka in optimum and sustainable manner
Our Mission
Contributing for compiling policies and Preparation and implementation of plans for usage of land in sustainable and optimum manner by maintaining environmental equilibrium.
Firstly, it has established as lands usage policy planning section under ministry of lands development and mahaweli development in year 1983 with object of giving advices for inter-ministerial coordinating committee for usage and development of lands and for contributing to formulation and implementation of lands usage policy and augmentation of data base relevant to the lands information. Activities of this section has been extended up to district level when recruiting of lands usage planning officers in year 1998 and further enhanced unto divisional level in year 2005 due to appointment of lands usage planning officers. This section had been up-graded as a department in year 2010 and made assign extra responsibilities too. Presently, this department is being implemented under Ministry of lands and lands development. Guidance and coordination of the activities of the all districts are being done by the Director General and Assistant Directors (District Lands Usage) are appointed for relevant districts.

Lands usage plans are being formulated for the district with intension of guiding the district administration when conservation of lands for preserving the earth which has importance in religious, cultural and historical back ground to upgrading of the quality of the life of current and future generations for ensure the entertaining standard, leisure, sustainable economic development, bio- diversity and environmental security when conservation of lands and transferring of lands.
Thus, plans of lands usage, updated lands usage maps and data has compiled on divisional level.
Lands Usage Planning Committees
- A common access should be practiced by relevant departments / institutions for regulation of lands usage in Sri Lanka. Therefore, Lands usage planning committees have established in different levels such as national, district, divisions and village levels.
- District lands usage planning committee is being implemented under the guidance of department of lands usage policy planning. District Secretary/Government Agent is the chairman of this committee and Assistant Director (District Lands Usage) is performing as the secretary of this committee. Committee should be gathered minimally once in a quarter and an additional meetings are being called by the district secretary when required.
- District Secretary can be appointed a sub – committee that consisted with relevant members for carry out special studies regarding matter when it has to get a decision by the committee regarding a most important matter.
Responsibilities of Lands Usage Planning Committee of the District
- Identifying and Reporting regarding unused lands of the district.
- Determination of the priorities of development activities in lands usage planning field
- Identification of fields for enhancement of future development in urban and rural sectors
- Identification of lands and granting approvals to release the lands for vivid development activities of the district.
- Reporting of information regarding initial lands usage issues exists in district basis and forwarding towards the lands usage planning committee in national level.
- Giving necessary advices for planning of lands usage on divisional or village basis level.
- Establishment of data base on lands usage in district level for planning of lands usage.
- Implementation and supervision of lands usage plans
- Coordination of lands usage activities in various institutions.
- Obtaining of final decision after discussing of recommendations regarding divisional lands usage plans.

Models of lands usage Planning
Implementation of lands usage models on village basis
Villages/ a village have selected to implement lands usage models on village basis as per the numbers of lands issues exist in Grama Niladhari divisions. When selection of a village it has considered the participation of lands users of the villagers in this process in addition to the above mentioned criteria. This process is beginning after commence of collection of data and collecting of project proposals for the village. Proposals are being prepared by the lands usage planning officers of the division and the project is implementing under the supervision of the district secretariat by forwarding to the head office through district office after getting approval.

Establishment of Lands usage Planning Models on Plot of lands basis
This porgramme is more popular among other programmes as it is directly affecting for the school children, employees in public sector including with community. Main object of this programme focused on make aware and providing training for community regarding way of small plots of lands using in effective and prolific manner.

Preparation of lands usage plans for divisional secretariats divisions is being done under this level. Updating of lands usage, identifying of lands usage problems, suggesting processes for solving problems and preparation of extensive lands usage plans etc… have included under this process.
