IMPORTANT NOTICE

With effect from 1st January 2012, all Holiday or Business travelers to Sri Lanka must have Electronic Travel Authorization (ETA) for entering in to Sri Lanka. Please visit http://www.eta.gov.lk for more information.

The facility for applying Business Purpose Visa is at present available only at the Head Office of the Department of Immigration & Emigration and the Sri Lankan Overseas Missions.

When applying ETA by third parties payments are to be made through the arrangement made in our website www.eta.gov.lk  and obtain acknowledgement of ETA application.  Any payments made to other websites or agencies are not valid to process a valid ETA.  Therefore, always ensure that the payments made by accessing to Sri Lanka ETA website and avoid making repayment at the port of entry to Sri Lanka.

What are the Working Hours ?

  • Acceptance of all applications -8.30 a.m. to 1.30 p.m.
  • Collection of visa after submitting the applications -8.30 a.m. to 12.oo p.m.
    The office closes on weekends and Public Holidays.

What is a Sri Lankan Visa?

A Sri Lankan visa is an endorsement on a passport or a similar document to facilitate the legal entry of non Sri Lankans into the country and to regulate the period of their stay and the conditions governing such stay.

What are the Types of Sri Lankan Visas?

There are four kinds of visas which permit a person to enter and/or stay in Sri Lanka.

Visit Visa

A Visit Visa is an entry permit signifying the consent of the Sri Lankan Government for the admission of a foreign national to the country.  The Visa contains details of the period of time and the condition/s of the stay.

There are two sub-categories which come under visit visas :-

1. Tourist Visit Visa

A Tourist Visa is issued to bona-fide tourists who want to enter Sri Lanka for sightseeing, excursions, relaxation, visit relatives or yoga training for a short period of time.

2. Business Purpose Visa

A Business Purpose Visa is issued to foreign nationals who visit Sri Lanka for business purposes  for short period of time. This visa may be issued for single or double journeys.

Residence Visa

A residence visa is a permit for a non-Sri Lankan to obtain residence facilities for special purposes.There are eight sub-categories which come under residence visas -

  • Project Professional personnel whose services are required for projects approved by   the state and expatriate personnel employed in projects under Board of Investment (BOI) of Sri Lanka and their dependants

  • Transit Visa

A Transit Visa is an entry permit granted to a foreign national for admission into Sri Lanka for a brief period which is incidential and in the course of his journey to another destination.

  • Gratis Visa

The holder of a Diplomatic or Official Passport or a passport with a valid Diplomatic or Official endorsement will not be required to pay any fees for the visa.

Who are eligible for Visa Exemptions?

  • Sri Lankan dual citizens.
  • Children whose birth has been registered under section 5(2) of Citizenship Act - 1948  upto 21 years of age.
  • Children born in Sri Lanka for Sri Lankan parents under 21 years of age.

What are the general eligibility requirements for Sri Lankan Visas?

Sri Lanka Immigration and Emigration may grant or issue a visa to you if -

  1. Sri Lanka Immigration & Emigration is satisfied that you are suitable to enter Sri Lanka.
  2. Sri Lanka Immigration & Emigration approves the purpose for which you are entering Sri Lanka.
  3. You hold a passport valid for a minimum period of six months from the date you arrive in Sri Lanka.
  4. Sri Lanka Immigration & Emigration is satisfied that you have adequate funds for your maintenance whilst in Sri Lanka and for the payment of your return passage to the country which issued your passport.
  5. You are in possession of a written assurance (ticket) to return to the country of domicile or a visa to the next country of destination if you are a visit visa holder.

What are the general conditions of a Visit Visa?

  • You should not engage in any form of employment, paid or unpaid, or in any trade or business other than that specified in the visa during the period of your stay in Sri Lanka.
  • Your visa must be utilized before the date of expiry noted on the visa.
  • Validity of your visa is subject to entry into Sri Lanka during the indicated entry period.
  •         Applications for the extension of all visas should be made to the Department of Immigration and  Emigration

General Information on Passports

NEW PASSPORT APPLICATION APPROVAL PROCESS
With effect from 10th  August 2015, applicants applying for passports are required to provide digital   photograph and fingerprints to the Department. The digital photograph should be submitted through one of our  authorized photo studio located island-wide or at the Department head office or at regional offices. Printed photographs will no longer be accepted. Fingerprints will be collected at the Department head office or regional offices and applicant should be present in person.

IMPORTANT INFORMATION:

  1. All passport applicants irrespective of age should use passport Application Form K 35A (Instructions)
  2. All passport applicants including children should provide digital photograph through Authorized  photo studio
  3. Fingerprints will be collected from all applicants above 16 years at the head office and three regional offices in Sri Lanka
  4. Applicants submitting passport applications through Sri Lanka Diplomatic Missions overseas could do so without providing fingerprints and digital photograph.
  5. Inclusion of children in parents passport will  NO longer be allowed and children will be issued separate passports
  6. No Emergency Certificate (EC) shall be issued for applicants below  60 years

HOW TO SUBMIT A DIGITAL PHOTOGRAPH TO THE DEPARTMENT

  1. Visit a Authorized  photo studio of your choice to obtain a digital photograph
  2. Studio will send your photograph online to our computer system and will issue a Studio Acknowledgement Note to you. No printed photographs are required for passport application.
  3. Studio acknowledgement note must be presented with your application and other supporting documents to the Department.

Validity Period of a Passport
Currently issuing N series passports are valid 10 years unless otherwise specified. Validity period of passports for minors below 16 years of age are 03 years. Emergency Certificates are valid two (02) years but can be extended for further two years.

    What is an Emergency Certificate ?
    Emergency Certificate is a travel document issued only for Sri Lankan Buddhist Pilgrims visiting India and Nepal. This document is valid only for two years and can be extended up to additional two year period upon request.  For more details please refer to the Passport Renewal Procedure

    Identification Certificate
    What is an Identification Certificate ?
    This is a document issued to a foreigner whose passport or travel document has been lost, stolen or expired whilst in Sri Lanka.

    How can I obtain an Identification Certificate ?
    Call in personally at the Head Office of the Department of Immigration and Emigration.  You will be able to collect the Identification Certificate on the same day at a processing fee of LKR 3500.00.     


    Sri Lankan passports for Underage (Minor) Applicants/ Adopted Children (Validity period for 3 or 10 years)
    Who is a minor ?
    Any person below 16 years of age is considered as a minor for this purpose.

    How can a minor apply for Sri Lankan passport ?
    Both mother and father or the legal guardian of the applicant should accompany him/her when the applicant comes to the application accepting office to submit the application. A letter of consent from a parent or the legal guardian should be attached to the application.

    What are the documents required to be submitted along with the completed application ?

    • Birth certificate of the applicant with a photocopy.
    • Photo studio acknowledgement
    • Parent’s Passport (with photocopies of data page & child page).
    • If parents do not have passports submit the National Identity Card.
    • Consent Letter of the Parents. Either the parents or the legal guardian of the applicant should accompany

    If applying passport for an adopted child, following additional documents are required

    • Certificate of Adoption
    • The court order
    • A letter from the Commissioner of Probation and Child Care
    Special Notes  Originals of the documents must be submitted along with photocopies.  The following documents should be submitted under the special circumstances mentioned below.

    If the applicant is born outside of Sri Lanka, Consular Birth Certificate and Citizenship Registration Certificate.

    If parent(s) of the applicant do not possess a valid Sri Lankan passport, an affidavit confirming that fact and the National Identity Card.

    If parent(s) of the applicant are dead, Death Certificate(s), Legal Guardian’s Identification Document, Guardian’s consent letter and a report from Grama Niladhari attested by the Divisional Secretary.

    If one or both parents are abroad, the consent letter and the passport copies of parents should be certified by the relevant Sri Lankan Mission.
    If both parents are abroad acceptable authorization letter given by the parents to the legal  guardian should be certified of the relevant Sri Lankan Mission.

    If the parents are divorced, Divorce Certificate and the court order stating the right to the custody of the child/ children.

    If  the child has been abandoned by the parents, certified copy of the police report and a confirmation letter from the Grama Niladhari countersigned by the Divisional Secretary.

    Who is a Minor ?
    Any person below 16 years of age is considered as a minor for this purpose.
    Can children included in parents’ passport?
    Inclusion of children in parent passportswill not longer be allowed. Children irrespective of age should obtain a separate passports.   



    Sri Lankan  Passport for a Dual Citizen

    An individual who holds citizenship in both Sri Lanka and another country can obtain a Sri Lankan passport by submitting the following documents.

    • Dual Citizenship Certificate with a photocopy.
    • Foreign passport with any Sri Lankan passport  if there is (with photocopy of Bio data pages)
    • National Identity Card with a photocopy. A person who has obtained dual citizenship under section 19(2) of amended Citizenship Act 18 of 1948 should be obtained a new National Identity Card.)
    • Birth Certificate with a photocopy.

    The following documents should be produced in case of a lost passport.

    • Original of the complaint made to the police including the lost passport number. If the lost passport number is not available, you can obtain it from the Colombo Head Office or a Regional Office.
    • If the passport was lost abroad, the temporary travel document (NMRP) used to arrive in Sri Lanka (with a photocopy).
    • A fine of Rs. 11,500 in addition to the passport fee. (This fine is charged only if the relevant  validity period of the passport has not lapsed.)

    • Parent’s Passport (with photocopies of data page & child page).
    • If parents do not have passports submit the National Identity Card.
    • Consent Letter of the Parents. Either the parents or the legal guardian of the applicant should accompany

    If applying passport for an adopted child, following additional documents are required

    • Certificate of Adoption
    • The court order
    • A letter from the Commissioner of Probation and Child Care
    Special Notes  Originals of the documents must be submitted along with photocopies.  The following documents should be submitted under the special circumstances mentioned below.

    If the applicant is born outside of Sri Lanka, Consular Birth Certificate and Citizenship Registration Certificate.

    If parent(s) of the applicant do not possess a valid Sri Lankan passport, an affidavit confirming that fact and the National Identity Card.

    If parent(s) of the applicant are dead, Death Certificate(s), Legal Guardian’s Identification Document, Guardian’s consent letter and a report from Grama Niladhari attested by the Divisional Secretary.

    If one or both parents are abroad, the consent letter and the passport copies of parents should be certified by the relevant Sri Lankan Mission.
    If both parents are abroad acceptable authorization letter given by the parents to the legal  guardian should be certified of the relevant Sri Lankan Mission.

    If the parents are divorced, Divorce Certificate and the court order stating the right to the custody of the child/ children.

    If  the child has been abandoned by the parents, certified copy of the police report and a confirmation letter from the Grama Niladhari countersigned by the Divisional Secretary.

    Validity period for 3 years
    Normal Basis -  LKR. 2500.00
    Urgent Basis - LKR.7500.00

    Validity period for 10 years
    Normal Basis -  LKR. 3500.00
    Urgent Basis - LKR.15000.00


    Including a Minor in a Parent’s Passport
    Who is a Minor ?
    Any person below 16 years of age is considered as a minor for this purpose.
    Can children included in parents’ passport?
    Inclusion of children in parent passportswill not longer be allowed. Children irrespective of age should obtain a separate passports.   


    Sri Lankan  Passport for a Dual Citizen
    An individual who holds citizenship in both Sri Lanka and another country can obtain a Sri Lankan passport by submitting the following documents.

    • Completed Application Form
    • Photo studio acknowledgement
    • Dual Citizenship Certificate with a photocopy.
    • Foreign passport with any Sri Lankan passport  if there is (with photocopy of Bio data pages)
    • National Identity Card with a photocopy. A person who has obtained dual citizenship under section 19(2) of amended Citizenship Act 18 of 1948 should be obtained a new National Identity Card.)
    • Birth Certificate with a photocopy.

    The following documents should be produced in case of a lost passport.

    • Original of the complaint made to the police including the lost passport number. If the lost passport number is not available, you can obtain it from the Colombo Head Office or a Regional Office.
    • If the passport was lost abroad, the temporary travel document (NMRP) used to arrive in Sri Lanka (with a photocopy).
    • A fine of Rs. 11,500 in addition to the passport fee. (This fine is charged only if the relevant  validity period of the passport has not lapsed.)
